Borough Administrator - Thomas Czerniecki


Tom Czerniecki is the Borough Administrator for the Borough of Bernardsville and is also a New Jersey licensed planner. He holds a master’s degree is a public administration from Kean University and he is slowly working his way toward a doctoral degree in strategic management. Additionally, he has obtained advanced business process improvement training through the Lean Six Sigma certification programs at Drexel and Villanova Universities. 

Tom has over 25 years of experience in local government. He served as an assistant municipal manager in Montville and Randolph townships and as the township manager for Eastampton, Howell and Evesham townships. He has been recognized by the New Jersey Municipal Management Association with the Young Professional Award along with the Outstanding Municipal Management Award in 2011. Prior to returning to municipal management in 2021, he worked as the senior vice president for administration and operations at Rowan College at Burlington County where he helped transition the college to a new campus, completed four expired labor contracts, played a critical role in securing middle states re-accreditation, and helped transition the institution to effectively function during COVID-19 pandemic. 

As a community planner, Tom was instrumental in leading visioning studies in multiple municipalities and helped negotiate over ten transformative redevelopment agreements. He has also implemented numerous park improvement, trail development and open space preservation projects throughout his career. 

Tom and his wife Jolyn met as undergraduates at Montclair State and have daughters.
